The expansions are the only content that you have to buy with real money, everything else can be had using in-game gold if you own a non-free copy of the game. If you're poor you can find a good guild and they will usually help you cover the costs. Basically the game is split between boxed and DLC content to allow for frequent updates.
You should at least buy Season 2 before playing HoT, the rest can come later. All the storylines are interlinked and newer ones will reference older ones, so if you want to understand what's going on and get the whole picture you need to play them in the order shown in the Story Journal, which is: Personal Story

If you can only get one, get HoT first. If at all possible, save up a little money or beg/borrow it, and buy both at once for the discount. Storywise hot comes before pof. So if you wanna experience the story chronologically, buy hot, then unlock the living world season 3 story (ls3 for short) and then play pof.

A LOT of players waited for today to upgrade. Then this. It's not like gamers have no choice in new games and other game's expansions to take our attention right now. Anet is going to lose a lot of the money and good will if they don't resolve this quickly. They at least need to be 1. updating us, 2. giving us an alternate method to buy the DLC.
That is the correct expansion order. There are also living world seasons which are needed if you want to experience the whole story.
